You are suggesting that Antônio Carlos (munisipyo sa Brasil, Santa Catarina, lat -27,50, long -48,84) should be merged with Antônio Carlos (lungsod). Two comments about that:

• Proposing a merge of two articles is better done using the template {{merge|Other-title}}. Or just redirect one to the other, if they are obvious duplicates - replace article text with #redirect [[Other-title]].
• I disagree about this merge. One article is about a human settlement, the other about an administrative unit. Two different kinds of things, even though in some countries they may roughly coincide. But it is not a big deal for me if you wish to merge them.

Yes, the bot-generated content will be very similar. But the articles should grow in different directions if/when they are expanded, with politics and stuff in the article about the administrative unit, and more geography, culture and history in the article about the settlement.
